Background / Description of the context
Right2Grow envisions a world where all children under five (CU5) are well-nourished (long-term impact), so that every child is able to reach their full potential (ultimate goal). Right2Grow believes that to ensure all CU5 are well nourished, changes in mindset and behavior are required at all levels – from the household up to the state. To bridge the gaps between promising national policies and realities, mutual efforts of all nutrition and WASH stakeholders are needed. Stakeholders should speak a shared language, and work in mutually reinforcing and interconnected ways, building and sharing evidence, knowledge, and expertise – so that all relevant decision-makers can jointly and effectively address undernutrition in a multi-sectoral, gender sensitive and inclusive way (medium-term impact), while applying people-centered and community-led approaches. Success in this domain will also pave the way to open up the civic space, a critical precondition for the success of the SDGs.
In order to measure the progress towards this envisaged goal, Right2Grow has developed a MEAL strategy that is built upon several principles and key approaches outlined in the Global MEAL System Charter. Core elements in the MEAL strategy are the principles of adaptation, usefulness, decentralization and co-creation, as well as the combination of qualitative and quantitative approaches to collect and analyze data to be used for learning, steering and accountability. Besides knowing what happened as a result of our work, we also want to improve the recognition and visibility of the contribution of local and national actors.
The Global M&E lead will play a key role in the coordination and implementation of the MEAL strategy, in close coordination with the in-country MEAL focal points and the other lead positions within the consortium.
Purpose of the position:
To ensure the coordination and quality implementation of the Right 2 Grow MEAL strategy and provide guidance to ensure adherence to the MEAL charter across all the six (6) implementation countries including Mali, Burkina Faso, Bangladesh, Ethiopia, Uganda, South Sudan.
The Global M&E lead will play a key role in the coordination and implementation of the MEAL strategy, in close coordination with the in-country MEAL focal points and the other lead positions within the consortium.
Major Responsibilities:
Co-develops and proposes frameworks and procedures for baseline, planning, monitoring, reporting and evaluation with MEAL working group and country MEAL focal points (Propose and co-develop baseline tools and procedures to facilitate target setting per country and at global level); |
Finalize the final result framework and discuss the MEAL plans of each country with the M&E focal points, including specification of research methods to be used. |
Works closely with the global coordinator and supports the annual reflection and planning process; |
Ensures alignment with IATI requirements at global level and plays an active role in networking with other strategic partnerships |
To coordinate outcome measurement and reporting process to global level, ensures quality review; |
Set-up the MEAL working group and develop a Terms of Reference |
To facilitate mid-term review, together with MEAL working group |
Facilitates country-led end-term evaluation by supporting country teams and link with external evaluator, together with MEAL working group; |
Select and develop global database for data collection by all countries (for example ODK Database). And analyze data (mainly on joint indicators) and shares regularly updates with the Global Program Group for discussion; |
Support in-country MEAL teams (at least one monitoring/support visit per year to each of the implementation countries) |
Coordinate capacity-building activities and methodologies training on the basis of a capacity assessment with the Global Mutual Capacity Building lead |
Coordination |
Liaise closely with the Global Linking and Learning (L&L) lead and jointly facilitate the MEAL working group. The MEAL working group exists of all M&E focal points and L&L focal points. (A separate Terms of Reference for this working group will be developed). |
Liaise closely with the Global Mutual Capacity Development lead on identifying the needs and priorities for strengthening M&E capacities in the countries |
Liaise closely with decentralized L&A lead on the use of data generated in national and regional advocacy opportunities |
Other Competencies/Attributes:
- Perform other duties as required.
Qualifications: Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
- Minimum Qualification required: Bachelor degree in relevant disciplines, such as Agriculture, sociology, anthropology, public health, International development, Statistics or other related fields
- Experience: Minimum 5 years experience working for an international agency at a managerial level in monitoring and evaluation: designing, preparing and conducting surveys, collecting and analyzing baseline data and reporting.
- Preferred: Master in International Development or related field
- Technical Skills & Abilities:
- Demonstrated ability in the use of quantitative and qualitative methods including questionnaire design, survey techniques, and participatory approaches; ability in designing and using database and other platforms.
- Familiarity with the Logical Framework model for program planning.
- Demonstrated ability to transfer knowledge through informal and formal trainings for national and International staff.
- Computer proficiency in word processing, database, spreadsheet and graphics presentations, including one or more of the following programs: SPSS, Excel, Outlook, Access, etc.
- Familiarity with remote data gathering tools (Kobotoolbox, ODK, etc.)
- Familiarity with GIS software (ARCGIS, QGIS)
- Understanding of grant programs requirements.
- Experience with Management Information Systems.
- Excellent communication and writing skills.
- Experience working in projects with multiple implementation partners a plus.
- Willingness and ability to travel within the region and beyond.
- Demonstrated ability in collaborative/team work
Working Environment / Conditions:
- Work environment: Office-based with frequent travel to the field
- Travel: 75% Domestic/international travel is required.
